Transportation Improvement Program (TIP)

The United States Department of Transportation (USDOT) requires that the metropolitan transportation planning process include the cooperative development of a Transportation Improvement Program (TIP) – a staged, multi-year program of projects.



The TIP identifies the timing and funding of all highway, bridge, transit, intelligent transportation system, bicycle, and pedestrian transportation projects scheduled for implementation in the region during the next four years using federal transportation funds.

The 2017-2020 TIP includes transportation projects funded with approximately $310 million of federal aid, supplemented by other state and local sources of funds. Our region’s TIP is developed cooperatively by GTC and the New York State Department of Transportation (NYSDOT).

GTC and NYSDOT typically conduct a complete update of the TIP every two years. The previous TIP was adopted in 2013. The 2017-2020 TIP includes the last year of the 2014-2017 TIP (October 2016 through September 2017) plus three additional years (October 2017 through September 2020).

The TIP must be flexible enough to allow for new or changing priorities, adjustments to project scopes, schedules, and/or costs, and inclusion of new funding to the region. This flexibility is provided primarily through TIP amendments.

The Federal Highway Administration provides an information-sharing Web site designed to help local public agencies manage their Federal-aid Highway Program projects. The Federal-aid Essentials for Local Public Agencies site offers a central online library of informational videos and resources, designed specifically for local public agencies. Each video addresses a single topic - condensing the complex regulations and requirements of the Federal-aid Highway Program into easy-to-understand concepts and illustrated examples.

The GTC TIP Procedures Manual was developed to document the process used to develop and manage the TIP.

The GTC TIP Management Enhancement Study was conducted for the purpose of establishing a comprehensive framework to better manage the development and delivery of TIP projects. The Final Report contains the results in brief and the study recommendations.
