1.                 Call to Order and Roll Call

Chairperson Hancock called the meeting to order at 8:31 a.m.

James Stack, GTC staff, called the roll; a quorum was present.

Chairperson Hancock informed the Board that Resolution 13-151, Amending the 2014-2017 TIP by adding the Inner Loop East Reconstruction project, and Resolution 13-152, Amending Federal Fiscal year 2014 of the 2011-2014 TIP consistent with the Federal Fiscal Year 2014 component of the 2014-2017 TIP, will be added to the meeting agenda.

2.                 Public Forum

No one from the public spoke during the Public Forum.

3.                 Approval of Minutes

Terrence Rice moved to approve the minutes from the June 20, 2013 Quarterly Meeting as presented; Daniel Hallowell seconded the motion. The motion passed unopposed.

4.                 Communications and Announcements

Richard Perrin informed those in attendance that the Mount Hope Station project update by RGRTA would be provided later in the meeting.

5.                 Reports and Action on Old Business

a.      Planning Committee Report Scott Leathersich, Chairperson

Scott Leathersich provided the following report:

The Planning Committee met August 8 and recommends that the GTC Board:

         Accept various reports as evidence of completion of five Unified Planning Work Program (UPWP) tasks;

         Adopt 25 amendments to the 2011-2014 Transportation Improvement Program as requested by Monroe County, NYSDOT, the City of Rochester, and Wyoming County;

         Adopt 20 amendments to the 2014-2017 Transportation Improvement Program as requested by Genesee County, Monroe County, NYSDOT, and the City of Rochester; and

         Update the Rochester Adjusted Urbanized Area Boundary based on the 2010 Census.

Additionally, the Planning Committee took the following actions:

         Approved Scopes of Work for two new UPWP tasks.

b.     GTC Staff Report Richard Perrin, Executive Director

Richard Perrin provided the following report:

At the June 20 meeting, GTC staff provided a presentation on the 2014-2017 Transportation Improvement Program. Among the topics presented were improvements to the proposal evaluation criteria and process to ensure consistency between system performance measures and project prioritization. Our process is receiving national recognition. GTC staff was interviewed and provided follow-up information for a report being prepared for the Federal Highway Administrations Office of Operations and the National Cooperative Highway Research Program. Richard noted the he will be attending and presenting at a United States Department of Transportation (USDOT) workshop on performance-based planning and programming next Thursday and Friday in Washington, D.C. In addition, he has been asked to participate on committees being convened by the national Association of Metropolitan Planning Organizations and American Association of State Highway and Transportation Officials to review and provide responses on the forthcoming USDOT Notices of Proposed Rulemaking on Performance Management components of Moving Ahead for Progress in the 21st Century.

GTC staff are continuing to work with our partners throughout the region to ensure that transportation needs receive greater attention. As part of the Finger Lakes Regional Economic Development Council (FLREDC)s Infrastructure and Transportation Workgroup, we were able to effectively make the case for recommending that the NYS Route 390/I-490/Lyell Avenue Interchange Improvements be added as a highest-priority transformational infrastructure and transportation project in this years update to the regional strategic plan. With funding committed (though not yet programmed) to the remaining phases of the Access 390 Initiative, its important to ensure that we have another major project supported by the FLREDC. We will find out whether or not the FLREDC supports the Infrastructure and Transportation Workgroups recommendation tomorrow morning.

The Finger Lakes Regional Sustainability Plan was approved by the Governor on June 27. An associated FLREDC workgroup was formed (which GTC is serving on) and reviewed and considered Cleaner Greener Communities Phase 2 proposals submitted through the Consolidated Funding Application process. The Sustainability Workgroup met on Thursday, August 22 and members provided their evaluations of the proposals by August 26, with the results provided for transmittal to the FLREDC Scoring Committee the next day.


c.      Old Business

Richard Perrin provided the following report:

The City of Rochester was awarded $17.7 million for the Inner Loop East Reconstruction project through the USDOT Transportation Investments Generating Economic Recovery (TIGER) discretionary grants program. This was the third largest amount awarded nationwide during this round of TIGER. This is the regions second TIGER award in as many years the Rochester Intermodal Transportation Center was awarded $15 million in the FFY 2012 round. This is a highly competitive program. Over the five years of its existence, beginning with the American Recovery and Reinvestment Act in 2009, there have been 5,200 proposals requesting $147.5 billion with only $3.6 billion awarded (40 times as much requested as available). Per the letter of support that was provided by GTC for the projects application (dated May 30) GTC needs to program the TIGER funds in the TIP. Staff has prepared Resolution 13-151, amending the TIP to include these additional funds, for the Boards consideration.

Fourteen proposals requesting $10 million for the last and final round of the Transportation Enhancements Program (TEP) were received by the August 16 deadline. This is approximately four times as much as is expected to be available for projects in NYSDOT-Region 4. Projects that improve and support bicycling and walking are eligible for TEP. Project selection is made by NYSDOT-Main Office with input from MPOs and NYSDOT regions. The timeframe for this round was much more condensed than previous ones, and does not allow for endorsement of the regions prioritized list by the Board. The submission of regional lists is due in mid-October and will need to be done by the Planning Committee at its October 10 meeting.

Neither the House of Representatives nor Senate passed a FFY 2014 transportation appropriations bill before leaving for recess in July. Congress returned to session this week and its initial focus will be on the situation in Syria and budget issues (debt ceiling). A Continuing Resolution through December 15 was introduced by the House Appropriations Committee but it appears that the Republican conference is divided and to get enough Democrats onboard would require significant concessions. Even if the House and Senate passed an omnibus appropriations bill, there is no indication that the President would sign it if it is based on post-sequestration levels. At this time, the status of FFY 2014 appropriations is in limbo subject to political maneuvering as not passing one would lead to a shutdown of the federal government.

4.                 Communications and Announcements

David Cook provided those in attendance with an update on the progress of the Mount Hope Station. David began by noting that project planners from RGRTA and the University of Rochester have worked diligently to develop a proposed approach that will serve the public transportation needs of the university and medical center as they advance their development plans. The approach would include multiple stations and mitigate the significant demand for parking imposed on the surrounding area by the medical center employees, patients, and visitors. David indicated that as the concept is further developed, RGRTA will provide updates to the GTC Board and committees.

6.                 Action Items

a.      Accepting reports and data as evidence of completion of various UPWP tasks.

Richard Perrin presented the following:

1.      Land Use Report for Monroe County (Task 4210) / Proposed Resolution 13-100.

2.      Regional Land Use Monitoring Report (Task 4220) / Proposed Resolution 13-101.

Richard noted that the land use reports produced by Monroe County and the Genesee/Finger Lakes Regional Planning Council are annual products that provide information and analysis on changes in proposed development that will impact the transportation system. Consistent with past years, the majority of development continues to occur in Monroe County and the surrounding areas in Livingston, Ontario, and Wayne Counties, which encompass the Rochester Transportation Management Area.

3.      Monroe County Asset Inventory Sign Matching (Task 6211) / Proposed Resolution 13-102.

Richard explained that the Monroe County Department of Transportation conducted this study to inventory and produce digital files with geographic location information for signage along county-owned roadways. This inventory will allow Monroe County to develop a cost-effective program to replace signs and do so in a manner that meets new federal standards for retroreflectivity, which is the degree of visibility of signs at night based on the light that reflects off of them.

4.      Traffic Circulation & Safety Study North Road from NY Route 383 to NY Route 386 (Task 6806) / Proposed Resolution 13-103.

Richard reported that the Village of Scottsville was the lead agency in developing this plan, which is part of the GTC Circulation, Accessibility, and Parking Program. It identified recommendations to improve transportation via regulatory changes including zoning revisions and a complete streets policy as well as through operational improvements such as speed enforcement, modifying signal timings on NYS Route 383, and changing shift change times at CooperVision. He noted that low-cost physical improvements such as high visibility crosswalks and pedestrian crossings at the railroad tracks, are prioritized. Longer-term capital projects envisioned include a roundabout at Browns Avenue and North Road, replacement and addition of sidewalks, realignment of North Road and Rochester Street, and reconstruction of North Road.

5.         Routes 5/20 & Route 364 Multi-Modal Safety & Access Improvement Study (UPWP 7541) / Proposed Resolution 13-104.

Richard noted that Ontario County with the Towns of Canandaigua and Hopewell and the City of Canandaigua developed this plan to improve vehicular, bicycle, and pedestrian safety and circulation in the corridor that includes Finger Lakes Community College and the Constellation Brands/Marvin Sand Performing Arts Center. He described several of the recommended improvements including additional non-motorized infrastructure, improved lighting, special event traffic management and communication protocols, and maintenance agreements.

Richard noted that Resolutions 13-100 through 13-104 were reviewed and recommended for GTC Board approval by the Planning Committee at its August 8 meeting.

Dorothy Huber moved to approve proposed Resolutions 13-100 through 13-104; Scott Leathersich seconded the motion. The motion passed unopposed.

b.     Amending the 2011-2014 Transportation Improvement Program (TIP)

d.      Updating the Rochester Adjusted Urbanized Area Boundary based on the 2010 Census / Proposed Resolution 13-150

Richard Perrin discussed proposed revisions to the Rochester Adjusted Urbanized Area (UZA) Boundary based on the 2010 Census. He described the two types of urban areas (UAs) designated by the Census Bureau: UZAs and Urban Clusters (UCs). Richard discussed the process and methodology by which the UAs are identified. He also explained the purposes of, impacts associated with, and timeline for making adjustments to Census Bureau-designated UZA boundaries. The timelines require all adjustments to UZA boundaries to be made by June 30, 2014 but NYSDOT is requesting these adjustments be finalized by September 30, 2013 to accommodate the states Highway Performance Monitoring System submission by the June 30, 2014 deadline. Adjustments to Metropolitan Planning Area (MPA) boundaries must be made before GTC adopts the next Long Range Transportation Plan (no later than June 2015). The GTC staff-recommended Adjusted UZA (as included in the meeting materials) was presented and changes to the boundaries from the current Adjusted UZA were reviewed.

Richard explained that the area historically referred to as GTCs Transportation Management Area (TMA) Monroe County and adjacent developed areas of Livingston, Ontario, and Wayne Counties is in fact the MPA recognized by the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and NYSDOT. The TMA is a Census UA with 200,000 population or greater. Richard explained that counties outside of the current MPA are represented on the GTC Board per designation by previous Governors and GTC planning activities are regularly conducted in these counties and their cities, towns, and villages. Richard suggested that this inconsistency can (per the Code of Federal Regulations) and should be addressed to more accurately reflect the true geographic scope of transportation decision making by GTC.

MPA boundary changes must be mutually agreed upon by both GTC and NYSDOT. NYSDOT feels the process works well and does not agree with expanding the MPA to include the Region. NYSDOTs policy and general direction for MPA revisions based on the 2010 Census is to limit them to required revisions and very limited expansions. This means revisions will be consistent with the current rules for establishing an MPO and will not result in significant expansions encompassing rural areas with no adjacent or nearby portions of the urbanized area.

Edward Muszynski asked for clarification on the issue in terms of which counties are included in the MPA and which are not. Richard responded by identifying the counties.

Richard further stated that since policy, planning and programming activities are already covered by the federally-required cooperative agreement between GTC, RGRTA, and NYSDOT that clearly describes each agencys roles and responsibilities in each. Accordingly, a revision to the MPA would be unlikely to significantly affect the activities of either GTC or NYSDOT.

Paul Holahan asked if revisions to the UZA and/or the MPA would affect the eligibility of projects such as the safe passing zone surveys in non-MPA counties for UPWP funding. Richard Perrin responded that the eligibility to fund projects outside of the MPA would not change, noting the cooperative agreement previously discussed.

Mary Pat Hancock noted that with respect to the designation of the MPA, counties such as Genesee County might feel less vulnerable if they were formally recognized as part of the MPA compared to the existing circumstances where theyre informally included.

Terrence Rice asked for clarification on losing Brockport from the proposed Adjusted UZA. Richard Perrin explained that this is the result of the Village not being included in the Census Bureau-defined UZA, which it had been in 2000, and that the pattern of land use and population density between Brockport and the Census Bureau-defined UZA created a gap that is too large to keep Brockport in the Adjusted UZA.

Marcia Barry moved to approve Proposed Resolution 13-150; Ken Miller seconded the motion. The motion passed unopposed.

7.                 New Business

a.      Amending the 2014-2017 TIP by adding the Inner Loop East Reconstruction project / Proposed Resolution 13-151.

As previously discussed under item 5.c., Richard Perrin noted that the City of Rochester has been awarded $17.7 million for the Inner Loop East Reconstruction project through the USDOT Transportation Investments Generating Economic Recovery (TIGER) discretionary grants program. Per the letter of support that was provided by GTC for the projects application, GTC needs to program the TIGER funds in the TIP. Resolution 13-151 amends the TIP to include these additional funds.

Marcia Barry moved to approve Proposed Resolutions 13-151; Angela Ellis seconded the motion. The motion passed unopposed.

b.     Amending Federal Fiscal Year 2014 of the 2011-2014 Transportation Improvement Program consistent with the Federal Fiscal Year 2014 component of the 2014-2017 Transportation Improvement Program / Proposed Resolution 13-152

Richard Perrin explained that the 2014-2017 TIP cannot go into effect until the 2014-2017 Statewide Transportation Improvement Program (STIP) has been approved by FHWA and the FTA. The 2014-2017 STIP may not take effect on October 1, 2013, as originally scheduled, due to issues not related to and outside the control of GTC. If the 2014-2017 STIP is not approved by October 1, 2013, the Federal Fiscal Year (FFY 2014) component of the current 2011-2014 STIP will remain in effect.

A delay in the approval of the 2014-2017 STIP will cause a discrepancy between what is programmed in FFY 2014 and the intentions of GTC as articulated in the 2014-2017 TIP adopted June 20, 2013 and any subsequent amendments. This resolution is intended to accommodate the uncertain status of the STIP by authorizing GTC staff to process amendments to the 2011-2014 STIP as needed to allow projects to progress in FFY 2014 consistent with the 2014-2017 TIP. This will ensure that project phases programmed in FFY 2014 will continue to advance while the update to the STIP is finalized and that amendments can be made, if necessary, prior to the GTC Boards December 12 meeting.

Terrence Rice moved to approve Proposed Resolutions 13-152; Daniel Hallowell seconded the motion. The motion passed unopposed.

c.      Amending the 2011-2014 TIP by adding the Vouchers for Disabled Veterans to Ride Lift Line Services project / Proposed Resolution 13-153

David Cook requested consideration to add a project to the 2011-2014 TIP. He explained that the project will provide fare vouchers to disabled veterans to allow them to ride Lift Line services for free, and that the project has been approved under the FTA Section 5317 New Freedom Program. The project was included in the 2014-2017 TIP that was adopted on June 20, 2013. However, RGRTA intended for the project to be progressed in FFY 2013. RGRTA was advised by FTA staff yesterday that the project needs to be included in the 2011-2014 TIP in the current FFY (2013) to advance at this time. The proposed resolution will accomplish this.

Mary Pat Hancock suggested that this item should be formally added to the agenda before a vote is taken on it.

David Cook moved to add Proposed Resolution 13-153 to the Meeting Agenda; Paul Holahan seconded the motion. The motion passed unopposed.

David Cook moved to approve Proposed Resolution 13-153; Scott Leathersich seconded the motion. The motion passed unopposed.
