The following provides an overview of the on-going programs administered by GTC staff in cooperation with and in support of GTC member agencies. The objective of each program area is indicated below and illustrates the commitment by GTC to recognize the transportation topics and issues that are important to the Genesee-Finger Lakes Region.


Data Development & Analysis

● Geographic Information Systems (GIS) Support

Maintain and enhance GIS capabilities in order to provide effective and efficient GIS support for in-house planning activities by GTC staff, as well as for projects and activities undertaken by member agencies.

● Land Use Monitoring

Document land use and development trends throughout the Genesee-Finger Lakes Region for use by GTC, member agencies and others in support of various planning and development activities.

● Pavement Condition Monitoring

Evaluate pavement conditions of all federal-aid eligible roads in the Genesee-Finger Lakes Region. Pavement condition rating is one element used to evaluate projects submitted for consideration in the Transportation Improvement Program (TIP).

● Regional Traffic Count Collection

Collect traffic count information throughout the Genesee-Finger Lakes Region for the purpose of tracking long-term traffic growth and to support various transportation planning and operational activities.

● Regional Travel Demand Modeling

Maintain and enhance the existing GTC Travel Demand Model using demographic and employment data. Conduct future travel demand and air quality analyses and provide travel demand modeling support to GTC staff planning activities and member agency projects as needed.

● Travel Time Data Collection

Implement a reliable Global Positioning System (GPS)-based travel time data collection program on all major roadways in the Rochester Transportation Management Area in support of GTC Congestion Management Process (CMP) activities, travel demand modeling and other transportation planning activities.

Bicycle & Pedestrian Planning

● Priority Trails Advancement

Conduct feasibility studies that advance priority trail improvement projects as part of the Regional Trails Initiative (RTI). The purpose of the RTI is to develop an action plan for a regional trails system that is fully integrated in the existing transportation system and distinguishes nationally-recognized features of this region.

● Safe Routes to School (SRTS)

Promote deliberate efforts to increase the number of children that can safely walk and bicycle to school. By encouraging "active transportation", SRTS programs complement ongoing community- and school-based programs and activities intended to improve the overall health and wellness of children. ● Transportation Enhancements Program (TEP)

Support non-traditional transportation projects that involve bicycle, pedestrian, and trail facilities; historic preservation; landscaping; streetscaping; and other scenic beautification projects.

Highway & Transit Planning

● Air Quality Planning and Outreach

Promote public health in the Genesee-Finger Lakes Region through improved air quality, focusing on the contribution of transportation planning, policy, and investment decision-making in conjunction with targeted outreach and education efforts.

● Congestion Management Process (CMP) Implementation

Develop a practical tool for community leaders to identify and implement strategies that enhance the mobility of people and goods in the Genesee-Finger Lakes Region. It focuses on coordinated corridor-level and regional solutions that mitigate existing congestion problems, avoid future congestion problems, and create initiatives that yield improved transportation system performance today and tomorrow.

● Goods Movement Planning

Promote the safe, efficient, and environmentally-sound movement of goods that originate from, pass through, or terminate in the Genesee-Finger Lakes Region.

● Intelligent Transportation Systems (ITS) Planning

Position the Genesee-Finger Lakes Region to take advantage of ITS technologies in order to maximize the safety and efficiency of its multi-modal transportation system. GTC works with member agencies to identify appropriate applications and funding strategies.

● Transit Planning and Outreach

Support the strategic plans for public transportation throughout the Genesee-Finger Lakes Region and provide technical assistance to public transportation providers.

Community Transportation Planning

● Circulation, Accessibility, and Parking (CAP) Program

Enhance the livability and economic vitality of villages, city neighborhoods, and hamlets throughout the Genesee-Finger Lakes Region. The identification of physical and operational improvements along with regulatory changes to enhance traffic circulation, accessibility, and parking for all transportation system users are key components of this program.
