1. Call to Order & Introductions

Scott Leathersich, Planning Committee Chairperson, called the meeting to order at 10:05 a.m. Members, Alternates, and others present introduced themselves.

Richard Perrin noted that in conjunction with the City of Rochester, RGRTA has requested that Resolution 14-29 be added to the agenda for discussion. Richard indicated that the timing of the request did not allow it to be included in the meeting package and that it would be distributed to attendees during its introduction later in the meeting. No Member or Alternate objected.

2. Public Forum

No one from the public spoke during the Public Forum.

3. Approval of Minutes

Terry Rice noted that a statement included on page 3 of the draft minutes for the January 9, 2014 Planning Committee Meeting needs to be amended. In the second from the last paragraph under item 1 the phrase the County maintains the roadway should be replaced with the phrase the County maintains the bridge. Richard Perrin indicated that the necessary revision would be made.

Terry Rice moved for approval of the minutes from the January 9 Planning Committee meeting incorporating the revision; Bill Wright seconded the motion. The minutes were approved as amended.

4. Reports and Action on Old Business

a.      Reports of UPWP Projects and Other Activities

GTC

Richard Perrin reported:

         GTC staff are incorporating the recommendations of the quadrennial FHWA/FTA Joint Certification Review into the strategic plan for Fiscal Years (FYs) 2014-2015 through 2016-2017. The Executive Director participated in a meeting with the White House Office of Management and Budget on cost implications of implementing MAP-21 performance management requirements and presented at National Association of Regional Councils annual meeting on priorities for the next reauthorization. The joint NYSAMPO-NYSDOT Integrated Planning Workgroup met via teleconference on January 21 and February 4.

         Regional Traffic Count Collection: There is no funding for additional counts in the FY 2013-2014 Unified Planning Work Program (UPWP), activities will be limited to analysis and dissemination of the data by GTC staff. The GTC staff proposal to conduct counts in seven of the nine counties in the region is included in the draft FY 2014-2015 UPWP that will be considered later in the meeting.

         LRTP Update/Implementation: The transportation system status report that has been being developed will be used for outreach as GTC begins the development of the Long Range Transportation Plan for the Genesee-Finger Lakes Region 2040 (LRTP 2040). Work is continuing on the customer engagement plan, which will rely less on traditional public meetings and more on outreach by GTC staff to members of the community.

         Genesee-Finger Lakes Regional Critical Transportation Infrastructure Vulnerability Assessment: The Request for Proposals (RFP) was advertised in the NYS Contract Reporter and Rochester Business Journal on January 10; proposals are due February 21. A preferred consultant is expected to be selected April 3.

         Diversion Route Planning Initiative: No progress to report.

         Congestion Management Process (CMP): The update of the CMP is included in the LRTP 2035 that was adopted by the Board on June 16, 2011. The CMP Technical Documentation report that expands on the information included in the LRTP 2035 was accepted by the GTC Board at its June 20, 2013 meeting. GTC staff have begun drafting an addendum to the current documentation to incorporate travel time reliability and associated performance measures.

         Greater Rochester Regional Commuter Choice Program: The migration of the website to the new provider's hosting infrastructure was completed on January 9. GTC staff continue to post messages regarding any planned downtimes of the site as enhancements are made.

         Travel Time Data Collection Program: GTC staff is in discussions with the vendor regarding the terms of access for the second year of the contract.

         Regional Mobility Management Business Plan: GTC staff arranged for and participated in a teleconference with the NYS Developmental Disabilities Planning Council, RGRTA, Medical Motor Service, and AARP on February 6.

         Genesee-Finger Lakes Regional Trails Initiative Update: Final contract negotiations with the preferred consultant are underway. GTC staff will be presenting this Saturday at the annual Penfield Trails Committee's Hikers' Jamboree.

         Rochester Area Bike Sharing Program Study: The contract with the preferred consultant has been executed and the kickoff meeting is scheduled for March 5.

Genesee County

Richard Perrin reported:

         Genesee County Horizontal Curve Sign Study: The study was accepted by the GTC Board at its June 20, 2013 meeting.

G/FLRPC

Jayme B. Thomann reported:

         Regional Land Use Monitoring Report: A revised survey has been distributed and follow-up with communities is under way.

         Inventory and Mapping of Regional Zoning District Boundaries and Inventory of Land Use: Digitizing and municipal follow-up is underway.

         Regional Rights-of-Way Study: Data acquisition and review continue, the schedule has been updated.

         Genesee-Finger Lakes Region Population Projections: The project was accepted by the GTC Board at its June 20, 2013 meeting.

         Planning for Transportation and Climate Change: The project will be presented for closeout later in the meeting under Agenda Item 5.b.

         Regional Atlas: Comments received from GTC are being incorporated into the document.

Livingston County

Angela Ellis reported:

         Dansville Transportation and Commercial & Industrial Access Study: The project kick-off meeting was held on January 16. The consultant team is collecting information and developing the existing conditions report, with a draft expected to be complete by late-February. The first public meeting is anticipated to be held during late-March or early-April.

        Livingston County Transportation Connectivity Plan: The project will be presented for closeout later in the meeting under Agenda Item 5.b.
 

Monroe County

Tom Goodwin reported:

                               Monroe County Land Use Monitoring: Surveys were distributed during the second week of January and about two-thirds have been returned so far.

Terry Rice reported:

        Monroe County Sign Inventory Location Upgrade: The study was accepted by the GTC Board at its September 12, 2013 meeting.

                               Monroe County High Accident Location Program: No progress to report.

Ontario County

Richard Perrin reported:

         Routes 5 & 20 and State Route 364 Multi-Modal Study: The study was accepted by the GTC Board at its September 12, 2013 meeting.

 

City of Rochester

Erik Frisch reported:

        City of Rochester Urban Linkages Feasibility Study: The study was recommended for GTC Board approval at the January 9 Planning Committee meeting.

        JOSANA Trail Feasibility Study: The RFP was published on February 3 and proposals are due on March 7.

        Mt. Read Boulevard Corridor Study: The consultant has revised the preliminary recommendations based on advisory committee input. Visualizations are being developed and the second public meeting is anticipated to be held in mid-March.

        Rochester Bicycle Boulevard Plan: The project advisory committee met via conference call on February 6 and the first public meeting was held on February 11, with approximately 80 members of the public in attendance. Comments are being accepted through the end of next week. Presentation of the draft recommendations to the public is expected in late-May or early-June.

RGRTA

David Cook reported:

          RGRTA Transit-Supportive Development Guidelines: RGRTA no longer wishes to advance this project and has relinquished the funds, which were made available for reprogramming in the FY 2014-2015 UPWP.

          RGRTA Route Analysis: This project is ongoing and a presentation was made at the October 10, 2013 Planning Committee meeting.

         RTS Route Overhaul and Refinement Analysis: This project is ongoing and a presentation was made at the October 10, 2013 Planning Committee meeting.

         Bus Stop Optimization Study: RGRTA has received NYSDOT-Main Office approval for the contract process. Passero Associates is working on the inventory.

Wayne County

Rich Perrin reported:

        Wayne County Horizontal Curve Sign Study: The study was accepted by the GTC Board at its June 20, 2013 meeting.

Wyoming County

Todd Gadd reported:

         Wyoming County Horizontal Curve Sign Study: The study was accepted by the GTC Board at its June 20, 2013 meeting.

Other Agencies

Richard Perrin reported:

         Auburn Trail Connection to the Ontario Pathways Trail: The study was accepted by the GTC Board at its June 20, 2013 meeting.

         Irondequoit Seneca Multi-Use Trail Feasibility Study: The project was presented for closeout and recommended for GTC Board adoption at the January 9 Planning Committee meeting.

         Black Creek Stream Corridor Trail Feasibility Study: The study was accepted by the GTC Board at its June 20, 2013 meeting.

         Village of Scottsville Traffic Circulation and Safety Study: The study was accepted by the GTC Board at its September 12, 2013 meeting.

         Webster Village Core Circulation, Accessibility, and Parking Study: The project was presented for closeout and recommended for GTC Board adoption at the January 9 Planning Committee meeting.

         East Rochester Transportation Improvement Study: The Steering Committee met January 21 to review the draft inventory of existing and projected conditions, needs assessment, and alternatives. The next Steering Committee meeting is scheduled for March 4.

         Victor Transportation Systems Plan: The study is not included in the draft FY 2014-2015 UPWP because the work is substantially complete. A presentation is expected at the April 10 Planning Committee meeting in Ontario County.

         NYS Route 250 Transit Supportive Mixed Use Development District: A summary of the comments received on the "80 percent" draft is being prepared.

         Town of Penfield Transit Supportive Mixed Use Development District: The RFP has been finalized and will be advertised when the "80 percent" design manual for Task 8514 (NYS Route 250 Transit Supportive Mixed Use Development District) is complete.

         Brighton Bicycle and Pedestrian Trail Plan: The study was accepted by the GTC Board at its June 20, 2013 meeting.

         Town of Greece Active Transportation Plan: The draft plan is being revised in response to comments received from the Project Advisory Committee.

         Village of Pittsford Active Transportation Safety Plan: The Villages proposal is being consolidated with the Town's proposal for the FY 2014-2015 UPWP.

         Town of Chili Bicycle and Pedestrian Planning Study: The project kick-off meeting was held on February 6.

         Town of Perinton Active Transportation Plan: The advisory committee met on January 23 and a revised draft of the RFP was completed on February 6.

 

b.    Any Other Old Business or Announcements

Richard Perrin reported the following announcements: By his election as Chairman of the Genesee County Legislature, Raymond Cianfrini is a member of the GTC Board.

By his election as Chairman of the Livingston County Board of Supervisors, Eric Gott is a member of the GTC Board. Angela Ellis has been reappointed as Alternate to the GTC Board and as the Countys Planning Committee member.

By his election as President of the Monroe County Supervisors Association, Tony LaFountain is a member of the GTC Board.

By her election as Rochester City Council President, Loretta Scott is a member of the GTC Board.

By his election as Chairman of the Yates County Legislature, Dr. Timothy Dennis is a member of the GTC Board. Donald House has been reappointed as Alternate to the GTC Board.

1. Status of Functional Classification Update based on 2010 Census
 

Richard Perrin reported that the FHWA-NY Division has agreed to the GTC-recommended Rochester Adjusted Urbanized Area Boundary as approved by the GTC Board via Resolution 13-150 at its September 12, 2013 meeting and agreed to by NYSDOT. According to NYSDOT-Main Office, we are awaiting FTA agreement and a joint letter of approval will be issued when this occurs.

Daniel Hallowell noted that NYSDOT has developed proposed boundaries for smaller urbanized areas outside of the Rochester Urbanized area and will reach out to counties and local communities within the next few weeks to solicit their input on the proposal.

Richard Perrin reported that as noted at the last Planning Committee meeting and consistent with past practice, GTC will be responsible for Functional Class updates in the Rochester TMA and NYSDOT will be responsible for areas outside of the TMA. A timeline with guidance for member agencies will be developed in March for review by NYSDOT-Region 4.

5. Action Items

a. Recommendation to the GTC Board concerning adopting the FY 2014-2015 Unified Planning Work Program / Proposed Council Resolution 14-1

Richard Perrin reported that the draft FY 2014-2015 UPWP project list was approved for public review at the January 9 Planning Committee meeting. It was made available for public review from January 10 through February 10 on the GTC website as well as at the GTC office, county planning offices, the NYSDOT-Region 4 office, and the central repository libraries in the Rochester Transportation Management Area counties. No public comments were received.

As no public comments were received, the draft UPWP document that has been provided to the Planning Committee represents the program provided for public review via the draft project list. Richard informed the Planning Committee that a new task has been added: 5710 Security & Resiliency Planning, the objective of which is to support, develop, and implement activities that support homeland security and improve the resiliency (inclusive of climate change adaptation) of the transportation system for all users. The primary work product for this task in FY 2014-2015 will be the development of a draft security and resiliency component for the next long range transportation plan. Richard also noted that going forward NYSDOT will provide Toll Credits as the States matching funds to replace the in-kind match formerly provided.

GTC staff has conducted a full editorial review and necessary edits will be made prior to mailing the draft UPWP to the GTC Board.

James Fletcher moved to recommend that the GTC Board adopt Proposed Council Resolution 14-1; David Cook seconded the motion. The motion passed unopposed.

b. Recommendation to the GTC Board concerning accepting reports as evidence of completion of various UPWP Tasks / Proposed Council Resolutions 14-5 through 14-7

1. Action concerning recommending the acceptance of the Planning for Transportation and Climate Change: Model Ordinances, Incentives, and Other Resources as evidence of completion of UPWP Task 5292 / Proposed Council Resolution 14-5 (G/FLRPC)

Jayme Thomann discussed the objectives, process, and results of UPWP Task 5292 and noted that the full report includes model ordinances that can be used with minor modifications by municipalities that wish to do so without reinventing the wheel. Terry Rice noted that one of the recommendations of the study is to reduce vehicle miles traveled (VMT) and asked how this would be done. Jayme responded that techniques such as zoning overlay districts are included in the report as examples of how municipalities could foster higher densities and mixed use so that travel distances are reduced, thereby reducing overall VMT.

Dan Hallowell asked how this information will be disseminated. Richard Perrin responded that one way would be to add it to the Transportation Information Resources section (including the Thriving Communities Toolkit) on the GTC website.

Erik Frisch moved to recommend that the GTC Board adopt Proposed Council Resolution 14-5; Bill Wright seconded the motion. The motion passed unopposed.
 

 

2.      Action concerning recommending the acceptance of the Seneca County Safe Passing Zone Study as evidence of completion of UPWP Task 6229 / Proposed Council Resolution 14-6 (Seneca County)

Roy Gates discussed UPWP Task 6229 including the process and the product. Roy stated that the County is very satisfied with the outcome and has already started implementing some of the recommendations. Terry Rice asked if there were areas that needed changes and Roy responded in the affirmative. Roy reported that the double yellow lines on several curves are being extended as recommended in the study.

Todd Gadd moved to recommend that the GTC Board adopt Proposed Council Resolution 14-6; Timothy Hens seconded the motion. The motion passed unopposed.
 

3.      Action concerning recommending the acceptance of the Connect Livingston Linking Our Communities as evidence of completion of UPWP Task 8160 / Proposed Council Resolution 14-7 (Livingston County)

Angela Ellis provided an overview of the study. She noted that it included significant public outreach and even developed a logo that will be used during implementation to provide continuity and branding for the initiative. Angela noted that the County is committed to implementing the plan recommendations and wants to leverage the transportation network for community and economic development. She further noted that the County has established several work groups to help implement the recommendations.

Dan Hallowell asked about how the rail crossing improvement recommendations were analyzed given they are listed as cost neutral. Angela replied that the full report has more details but that costs were considered in a generalized manner and would require further development before final decisions on priorities for implementation could be made. Angela added that the County intends to prepare an annual assessment on the progress in implementing the study to provide feedback to decision makers.

Terry Rice asked about the roadway cross-sections referred to in the study. Aileen Maguire responded that the study includes three typical cross-sections which are intended to illustrate the desired condition when the improvements are completed in a way that can be understood by laypersons as well as design professionals.

Terry Rice moved to recommend that the GTC Board adopt Proposed Council Resolution 14-7; Bill Wright seconded the motion. The motion passed unopposed.
 

 

c.      Action and recommendation to the GTC Board concerning modifying and amending the 2014-2017 Transportation Improvement Program / Proposed Planning Committee Resolutions 14-1 through 14-7 and Proposed Council Resolutions 14-8 through 14-27

Richard Perrin stated that the proposed amendments to the 2014-2017 TIP have been recommended for approval by the TIP Development Committee. Scott Leathersich suggested that the resolutions be grouped under a single action that encompasses the proposed Planning Committee Resolutions and the proposed Council Resolutions. No Member or Alternate objected.

1.      Action concerning modifying the 2014-2017 TIP by modifying the cost of the Hulberton Road over West Branch Sandy Creek project / Proposed Planning Committee Resolution 14-1 (Orleans County)

2.      Action concerning modifying the 2014-2017 TIP by modifying the cost of the Route 279 over Oak Orchard Creek Preventive Maintenance project / Proposed Planning Committee Resolution 14-2 (Orleans County)

Richard Perrin stated that Planning Committee Resolutions 14-1 and 14-2 were requested by Orleans County to reflect a change to project cost estimates and that the cost decrease provided by Planning Committee Resolution 14-1 fully offsets the increase reflected in 14-2. The source of federal funds is the STP Off-System Bridge program.

3.      Action concerning modifying the 2014-2017 TIP by modifying the costs of select phases the cost of the Long Pond Reconstruction project / Proposed Planning Committee Resolution 14-3 (Monroe County)

Terry Rice stated that Planning Committee Resolution 14-3 modifies the cost of select phases of the project to add a Detailed Design phase to reflect actual costs, and the source of Federal funds is a FFY 2010 Appropriations earmark.

4.      Action concerning modifying the 2014-2017 TIP by modifying the costs of select phases of the Monroe Co. Camera Deployment & ITS Integration Stage 5 project / Proposed Planning Committee Resolution 14-4 (Monroe County)

Terry Rice stated that Planning Committee Resolution 14-4 increases funds for the Detailed Design phase for the project to reflect actual costs and that the source of Federal funds is a SAFETEA-LU HPP earmark.

5.      Action concerning modifying the 2014-2017 TIP by modifying the cost of and the source of federal funds of the John Street Extension, Bailey Rd. to Lehigh Station Rd. project / Proposed Planning Committee Resolution 14-5 (NYSDOT)

Daniel Hallowell stated that Planning Committee Resolution 14-5 reflects a minor change to the project cost and changes the source of Federal funds to a FFY 2006 USDOT Appropriations Section 112 earmark.

6.      Action concerning modifying the 2014-2017 TIP by modifying the cost of the STP-Urban Block Program project / Proposed Planning Committee Resolution
14-6 (Monroe County)

7.      Action concerning modifying the 2014-2017 TIP by modifying the costs of select phases of the Monroe County 2013 Bridge Preventive Maintenance project Proposed Planning Committee Resolution 14-7 (Monroe County)

Richard Perrin stated that Agenda Item 5.C.6. inadvertently lists NYSDOT as the proposer instead of Monroe County and the correction will be shown in the minutes.

Terry Rice stated that Planning Committee Resolution 14-7 modifies the cost of select phases of the project to add a Detailed Design phase to reflect actual costs and to increase the Construction phase to reflect bids. Terry added that there were some additional costs related to mobilization to various sites of this multi-bridge project and suggested other project sponsors be mindful of this when developing their cost estimates. He noted that Planning Committee Resolution 14-6 provides an offset for Planning Committee Resolution 14-7 and the source of Federal funds for both projects is the STP-Urban program.

8.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the STP-Flex Block Program project / Proposed Council Resolution 14-8 (Monroe County)

9.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Westfall Road Reconstruction III (E. Henrietta Rd - Lac de Ville Blvd) project / Proposed Council Resolution 14-9 (Monroe County)

Terry Rice stated that Proposed Council Resolution 14-9 adds a Detailed Design phase to reflect actual costs that were higher than expected due to unforeseen utility issues. Terry noted that Resolution 14-8 provides an offset for Resolution 14-9 and the source of federal funds for both is the STP-Flex program.

10.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the I-390 Rest Areas Sewer, Roof, and Water Line Work project / Proposed Council Resolution 14-10 (NYSDOT)

11.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the I-390 Rest Areas project / Proposed Council Resolution 14-11 (NYSDOT)

Daniel Hallowell stated that Proposed Council Resolutions 14-10 and 14-11 will shift funds between the two contracts implementing the projects. The source of federal funds for both projects is the NYSDOT-Main Office National Highway Performance Program set-aside for Rest Areas.

12.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the I-390 Interchange Improvements @ Rt. 15 (Exit 16 Part 2) project / Proposed Council Resolution 14-12 (NYSDOT)

Daniel Hallowell stated that bids for this project were less than initially anticipated and that this action will free up approximately half of the original budget to provide an offset toward the Route 5 Bridge over NFSRR & FLRR project (Proposed Council Resolution 14-15).

13.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the Rt. 947A (LOSP) Bridge over Salmon Creek project / Proposed Council Resolution 14-13 (NYSDOT)

Daniel Hallowell stated that this project was split-funded in the TIP but NYSDOT-Main Office obligated the full project cost in FFY 2013; therefore, the FFY 2014 funding can be reduced. Daniel noted that this action will free up funds that help to provide offsets for the Inner Loop Bridge over Brown's Raceway project. The source of reduced Federal funds is the National Highway Performance Program.

14.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deleting the I-490 Bridges over CSX (West Shore Line) project / Proposed Council Resolution 14-14 (NYSDOT)

Christopher Reeve stated that this project will be addressed as part of a block project rather than as a standalone project. The source of Federal funds is the National Highway Performance Program.

15.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Route 5 Bridge over NFSRR & FLRR project / Proposed Council Resolution 14-15 (NYSDOT)

Cristopher Reeve stated that the source of additional Federal funds is the National Highway Performance Program. Bill Wright noted the large increase in Construction cost and asked what the primary reason for the increase was. Christopher responded that the bridge deck needed more extensive replacement that what was originally anticipated.

16.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Inner Loop Bridge over Brown's Raceway project / Proposed Council Resolution 14-16 (NYSDOT).

Christopher Reeve stated that the costs were previously reduced to provide an offset for another project while various treatments were investigated. This project is a corrective fix and the increase reflects the latest estimates. The source of additional Federal funds is the National Highway Performance System.

17.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the I-490 Westbound Exit 4 to Exit 3 MbC project / Proposed Council Resolution 14-17 (NYSDOT)

Daniel Hallowell stated that the right lane of I-490 has been under an emergency closure due to rapid deterioration this winter; this project will allow the road to be fixed during the upcoming construction season. The source of additional federal Funds is the National Highway Performance Program.

20.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Erie Canalway Trail West of NYS Route 414 project / Proposed Council Resolution 14-20 (NYSDOT)

21.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Downtown Perry Streetscape project / Proposed Council Resolution 14-21 (NYSDOT)

22.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Ellicott Trail project / Proposed Council Resolution 14-22 (NYSDOT)

Richard Perrin stated that the five projects added to the TIP by Proposed Council Resolutions 14-18 through 14-22 are Transportation Enhancement Program (TEP) projects selected by New York State. These are the top five projects from the Regional Project Priorities List for the 2013 round of the TEP endorsed via Planning Committee Resolution 13-4. The source of additional Federal funds is the TEP.

23.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deleting the Noble Road Bridge over Black Creek project / Proposed Council Resolution 14-23 (Wayne County)

Richard Perrin stated that this project had funds programmed for engineering activities but not construction. Wayne County chose to fix the bridge using their own resources and is relinquishing the federal funds.

24.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the STP-Off System Bridge Block project / Proposed Council Resolution 14-24 (Wayne County)

Richard Perrin stated that the funds relinquished by Wayne County under Proposed Council Resolution 14-23 would be put into this block project until another eligible project could use them.

25.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the Mt. Hope Station project / Proposed Council Resolution 14-25 (RGRTA)

Richard Perrin noted that Proposed Council Resolution 14-25 has been revised to remove the reference to an earmark since these funds have already been secured in an FTA grant.

David Cook discussed the Mount Hope Station project and its evolution to the current distributed station approach. David noted that 30 percent of the design for the project has been completed and the resulting cost estimate has been reduced to reflect the cost of the distributed stations compared to the initial station concept. This cost reduction can free up Congestion Mitigation and Air Quality Improvement program (CMAQ) funds for other projects.

Richard Perrin added that the plan is to restore funds to projects that had previous reductions of CMAQ funds in December 2011 when CMAQ funds to the region were reduced. He noted a previous shift of CMAQ funds to the Downtown Transit Center project that freed up STP-Flex funding for highway and bridge project cost overruns.

26.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by changing the source of Federal funds for a portion of the Replace 20 RTS Buses (2014) project / Proposed Council Resolution 14-26 (RGRTA)

David Cook stated that adding CMAQ funds allows for a corresponding reduction of FTA Section 5307 funds that will be reprogrammed to the RTS Campus Improvement project via Proposed Council Resolution 14-28. He added that a bus replacement project was one of the projects cut when CMAQ funds to the region were reduced.

27.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Genesee Region Clean Communities CMAQ Outreach & Implementation project / Proposed Council Resolution 14-27 (GRCC)

Richard Perrin stated that the proposed project will increase the funds available for CMAQ Outreach & Implementation for the Genesee Region Clean Communities program and the source of Federal funds for the project is the CMAQ program. He added that this action restores a portion of the funding that was cut in December 2011 when CMAQ funds to the region were reduced.

28.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the RTS Campus Improvement project / Proposed Council Resolution 14-28 (RGRTA)

David Cook noted that this cost increase is actually part of a larger funding package needed to realize the full project as reflected in the future costs column of the TIP table, and there is a corresponding reduction in the future cost.

Terry Rice asked if the FTA is on board with the change of Mt. Hope Station to the distributed station concept. Richard Perrin responded that the FTA has been briefed on the change and has agreed that the distributed station concept satisfies the intent to the Congressional earmark.

Terry Rice asked what milestones are needed to obligate the CMAQ funds given the limited time available to reprogram them if RGRTA cant get them obligated this Federal Fiscal Year (FFY). David Cook responded that they need to achieve 30 percent design, which they have, and complete the environmental review that is underway. Additionally, they need to secure agreement with the University of Rochester that are under development. He noted that RGRTA has weekly discussions with FTA regarding this project and they expect to submit all necessary items by early June so the funds can be secured in a FTA grant this FFY.

29.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Two-way Conversion of St. Paul St. & North Clinton Ave. project / Proposed Council Resolution 14-29 (RGRTA)

Richard Perrin distributed copies of Proposed Council Resolution 14-29. David Cook noted that this project was not put into an FTA grant (i.e., obligated) in FFY 2013 as programmed. RGRTA has been working with the City of Rochester and Monroe County DOT to design this project. The project needs to be added to the current TIP so it can be placed into an FTA grant allowing for construction. The project uses discretionary funds that are not available to any other project.

Bill Wright moved to adopt Planning Committee Resolutions 14-1 through 14-7 and to recommend that the GTC Board adopt Proposed Council Resolutions 14-8 through 14-29; David Cook seconded the motion. The motion passed unopposed.

6. New Business
 

Richard Perrin informed the Planning Committee of three items:

a.      The Governors Traffic Safety Committee (GTSC), in collaboration with the Federal Highway Administration, Monroe County Office of Traffic Safety, Genesee Transportation Council, NYS Association of Chiefs of Police, NY Bicycling Coalition, NYS Department of Health and NYS Department of Transportation will sponsor training to improve pedestrian and bicycle safety throughout the region. This two-day course will provide state and national pedestrian and bicycle safety materials and training to local law enforcement agencies at no cost.

b.     On February 10, Governor Cuomo announced the availability of $50 million in Transportation Alternatives Program (TAP) funding. This represents the appropriated amounts of TAP funding for both years of MAP-21 (FFYs 2013 and 2014). Of that amount, slightly less than $1 million is directly apportioned for projects in the Rochester Urbanized Area. TAP is a new program that was created in MAP-21 by consolidating the former Transportation Enhancements, Recreational Trails, and Safe Routes to School programs with an associated approximately 35 percent reduction in total funding. TAP-eligible activities are slightly different from TEP-eligible activities; specifically, the historic preservation-related activities of TEP have been replaced with additional non-motorized transportation activities.

c.      Discussions are taking place between NYSDOT and the metropolitan planning organizations regarding the development of new TIPs for adoption in summer 2015 and approval of a new STIP by October 1, 2015. This would result in the TIP process being progressed on its traditional schedule of biennial updates. GTC has inquired with NYSDOT about the development and timing of its TIP/STIP guidance and if any revisions will be made to the models and associated formulas for distributing the allocable component of the core FHWA programs by region. NYSDOT-Main Office has responded that they are considering proposed revisions. Richard reviewed the major tasks and associated timing of the development of the 2016-2019 TIP. He also discussed revenue challenges associated with the New York State Dedicated Highway and Bridge Fund and the federal Highway Trust Fund.
