1. Call to Order & Introductions

Scott Leathersich, Planning Committee Chairperson, called the meeting to order at 10:32 a.m. Members, Alternates, and others present introduced themselves.

2. Public Forum

No member of the public spoke during the Public Forum.

3. Approval of Minutes

Terry Rice moved for approval of the minutes from the July 9, 2015 Planning Committee meeting; Bill Wright seconded the motion. The minutes were approved as presented.

4. Reports and Action on Old Business

a.      Reports on UPWP Projects and Other Activities

GTC

Richard Perrin reported:

         GTC Strategic Planning: GTC staff continued monitoring the development of the Developing a Reliable and Innovative Vision for the Economy (DRIVE) Act and assessing its impacts, including the Wicker-Booker amendment and local officials' transportation coalition efforts to increase the Surface Transportation Program suballocation. GTC staff also reviewed the updated timelines for rulemakings to advance the performance management requirements of the Moving Ahead for Progress in the 21st Century Act (MAP-21).

         Regional Traffic Count Collection: The project is 98 percent complete as there are nine locations that were either not able to be counted due to construction, or data quality issues were identified during processing. Re-counts will be attempted this fall.

         LRTP Update/Implementation: GTC staff is continuing the development of the Long Range Transportation Plan for the Genesee-Finger Lakes Region 2040 (LRTP 2040) draft document.

         Advancing Health-Informed Transportation Decision Making: The City of Rochester Bureau of Planning and Zoning developed necessary transmittals for City Council consideration and Finger Lakes Health Systems Agency was approved as the preferred consultant on July 14. Bureau of Planning and Zoning staff are preparing the necessary contracting materials.

         Genesee-Finger Lakes Regional Critical Transportation Infrastructure Vulnerability Assessment: The draft scoring tables and results for the roads, bridges, and facilities assets were distributed to the Steering Committee for its review on July 22. The next round of Steering Committee meetings are being scheduled for September to finalize the scoring of assets.

         Genesee-Finger Lakes Regional TSMO Strategic Plan: One proposal was received by the July 17 deadline. It was reviewed by the Consultant Selection Committee and the proposing firm was deemed to be qualified and their scope of work responsive to the Request for Proposals (RFP).

         Diversion Route Planning Initiative: The draft report is complete and will be considered by the Planning Committee for recommendation as evidence of completion of the UPWP task as agenda item 5.b.3.

         Congestion Management Process (CMP): The two potential travel time reliability performance measures identified by GTC staff - Buffer Index and Misery Index on major Roadways - will be included in the LRTP 2040. The current version of the CMP is included in the LRTP 2035 that was adopted by the Board on June 16, 2011. The CMP Technical Documentation report that expands on the information included in the LRTP 2035 was accepted by the GTC Board at its June 20, 2013 meeting.

         Greater Rochester Regional Commuter Choice Program: GTC staff will restart work on the awareness campaign, including implementing a social media campaign and reaching out to large employers in the fall.

         Travel Time Data Collection Program: Contract execution with INRIX occurred June 1. Access to the data was uninterrupted and GTC staff review the data to conduct brief assessments of major incidents and other events as applicable.

         Regional Mobility Management Business Planning: A meeting is scheduled for September 2 with Livingston County to discuss their request for funding from this task be used to implement an online one-stop portal for human service transportation agencies.

         Genesee-Finger Lakes Regional Trails Initiative Update: The draft plan continues to be revised to incorporate the final Steering Committee comments. A presentation to the Planning Committee will be made at the October 8 meeting.

         Regional Walkability Improvement Program: All 10 of the draft reports have been provided to the respective local Steering Committees for their review and comment.

         Rochester Area Bike Sharing Program Study: The project was accepted by the GTC Board at its March 12 meeting. GTC staff met with Reconnect Rochester and Rochester Cycling Alliance members on May 5 to discuss next steps.

G/FLRPC

David Zorn reported:

         Regional Land Use Monitoring Report: This item has been completed and was presented to the Planning Committee at its previous meeting.

         Regional Rights-of-Way Study: This item has been completed and is on the agenda as item 5.b.1.

         Regional Transportation and Food Systems Analysis: Stakeholder interviews are currently underway.

         Regional Viewshed Inventory and Analysis: This item has been completed and is on the agenda as item 5.b.2.

Livingston County

Angela Ellis reported:

         Dansville Transportation and Commercial & Industrial Access Study: This item has been completed and is on the agenda as item 5.b.5.

Monroe County

Tom Goodwin reported:

         Monroe County Land Use Monitoring: This item has been completed and was presented to the Planning Committee at its previous meeting.

Terry Rice reported:

         Monroe County Guiderail Inventory Program: Proposals have been received and are currently under review. A consultant is expected to be selected by the end of August.

        Monroe County High Accident Location Program: One additional Priority Investigation Location (PIL) has been studied.

Ontario County

Richard Perrin reported:

         Ontario County Freight Corridor Development Plan: The first Steering Committee meeting was held on July 13. Comments have been provided on the public outreach plan.

City of Rochester

Erik Frisch reported:

        City of Rochester Monroe Avenue Parking Study: An RFP was released on July 15 and proposals are due on August 26.

         JOSANA Trail Feasibility Study: This item has been completed and is on the agenda as item 5.b.4.

         Rochester East Main Arts & Market District Plan: The consultant has identified preferred alternatives based on public input. A final draft for review by the Technical Advisory Committee is being developed.

        City of Rochester Zoning for Transportation Choice: This project is currently on hold pending staffing reorganization.

        Rochester Bicycle Boulevard Plan: The project has been completed and is expected to be presented to the Planning Committee on October 8.

RGRTA

Scott Adair reported:

         RGRTA Regional Operational Service Audit: Four proposals have been received and the review process is underway. Approval of a preferred consultant is expected in November.

         RTS Route Overhaul and Refinement Analysis: A major restructuring of the bus routes serving the Henrietta area is underway. Four public meetings have been held and there are two additional meetings on August 11 to gather input on these changes.

        Rochester Area Vanpool Feasibility Study: The second Steering Committee meeting was held on July 30.

Other Agencies

Richard Perrin reported:

         Downtown Seneca Falls Parking and Improvement Study: The Steering Committee met on August 4 to review the findings of outreach to businesses, town officials, and the public and the draft inventory of parking conditions (where, how many, and condition of parking). Potential parking improvements and associated alternatives are being developed.

         Hojack Trail Feasibility Study: The first public meeting is scheduled for September 22 to present and receive comments on the inventory of existing and planned conditions.

         Silver Lake Trail Feasibility Study: Six proposals were received by the August 7 deadline. GTC staff is coordinating with the Village on the proposal review process.

         Village of Scottsville Zoning Code Update: The draft Zoning District and Specified Used component of the deliverables will be distributed to the Steering Committee in early-September and reviewed at a meeting scheduled for September 22.

         NYS Route 250 Transit Supportive Mixed Use Development District: Town of Penfield staff are continuing revisions to the draft manual. GTC staff held a project status meeting with the Town on August 3.

         Town of Penfield Transit Supportive Mixed Use Development District: The Town of Penfield has decided not to advance this project at this time, preferring to see what the results of the Transit Supportive Mixed Use Development District project are before proposing more revisions to their codes. The GTC Board removed the funding from the project at its June 18 meeting, and these monies will be reprogrammed in the FY 2016-2017 UPWP.

         Village of Brockport Active Transportation Plan: The consultant is continuing development of the draft recommendations for Steering Committee review.

         Town of Henrietta Bicycle and Pedestrian Trail Plan: The Steering Committee will meet August 18 to discuss the draft document and finalize recommendations.

         Pittsford Active Transportation Plan: The consultant is continuing the inventory of existing and planned conditions.

         Geneva Active Transportation Plan: The RFP is expected to be advertised on August 17.

         Town of Irondequoit Active Transportation Plan: Seven proposals were received by the August 3 deadline.

David Lindsay reported:

         Town of Chili Bicycle and Pedestrian Planning Study: The consultant is continuing to make the final revisions to the draft report.

Richard Perrin reported:

         Town of Perinton Active Transportation Plan: The draft plan is being reviewed by the Steering Committee and the second public meeting is scheduled for September 24.

Terry Rice noted that Monroe County has not seen a draft of the Henrietta Bicycle and Pedestrian Trail Plan. Richard Perrin responded that he would follow-up with the GTC project liaison and provide clarification to Terry.

b.     Any Other Old Business or Announcements

1.      Federal Legislative and Funding Update

                                                  i.      Reauthorization and FFY 2016 Appropriations

Richard Perrin reported that after enactment of a two-month extension to keep federal highway and transit programs authorized through the end of May, a three-month extension through October 29 was signed by the President on July 31. This included an $8 billion transfer that is projected to keep the Highway Trust Fund solvent through December. Both chambers of Congress expect to negotiate a multi-year bill and present it to the President by the end of 2015. The Senate passed its version the Developing a Reliable and Innovative Vision for the Economy (DRIVE) Act prior to leaving for the August recess. The DRIVE Act is a $350 billion bill covering six years, although full funding has only been identified for the first three years. The House Transportation & Infrastructure Committee is currently drafting its version to conference with the Senate after the recess. A significant issue is that the Ways and Means Committee needs to identify how the legislation will be paid for above and beyond projected receipts from fuel, heavy vehicle, and tire taxes (i.e., pay-fors and associated transfers from non-transportation sources and accounts).

There has been no action on the FFY 2016 appropriations for transportation since the House passed its transportation and housing appropriations bill 216-210 on June 9. This makes it more likely that there will be an Omnibus Appropriations as the surface transportation authorization, tax extenders legislation, debt ceiling, and several other matters need to be addressed in the fall.

2.      Long Range Transportation Plan for the Genesee-Finger Lakes Region 2040 Update

Richard Perrin reported that GTC staff has decided to hold off requesting approval of the LRTP 2040 public review document until October. The primary reasons for this are that 1.) Jody Binnix, the staff lead for the LRTP 2040, will be returning from Maternity Leave in early-September and the logistics of conducting the public review in as thorough a manner as possible require more resources than are currently available and 2.) until the projects that were selected by NYSDOT-Main Office to receive NHPP funds (and to a lesser degree FTA Section 5310 funds) are known, there is not adequate information to project reasonable expected revenues.

There was discussion on the status of the two-year NYSDOT capital program memorandum of understanding that was agreed to as part of the budget for this State Fiscal Year. There is uncertainty among the staffs of GTC and its member agencies as to the contents, sources of funds, and when the MOU will be made public.

3.      Spring Lake Trail Project

Richard Perrin reported that at the May 14 meeting, NYSDOT introduced a TIP amendment to add the Spring Lake Trail project in the Town of Perinton, which will be funded with a balance from the former Recreational Trails Program and was selected by the New York State Office of Parks, Recreation, and Historic Preservation. The Planning Committee recommended to the GTC Board that the project be added to the TIP but it was not presented to the GTC Board due to an oversight. The associated resolution and mark-up table will be provided to the GTC Board for its consideration at the September meeting as proposed Resolution 15-52.

Angela Ellis announced that the Livingston County Transportation Connectivity Plan that was funded through the UPWP was selected as an Honorable Mention for the Transportation Planning Excellence Awards sponsored by the Federal Highway Administration and Federal Transit Administration. This is a national awards program that recognizes and celebrates outstanding examples of transportation planning initiatives. The Livingston County Transportation Connectivity Plan was the only county-led plan selected in the nation. The Committee congratulated Angela for her efforts in obtaining this distinction.

5. Action Items
 

a.      Action concerning modifying the FY 2015-2016 UPWP to correct the Sources and Uses of Funds component of Task 6212 / Proposed Planning Committee Resolution 15-14 (GTC staff)

Richard Perrin explained that the draft FY 2015-2016 UPWP documents that were provided to the Planning Committee and GTC Board presented the Local match for the Monroe County Guiderail Inventory Program as In-Kind when it should have been presented as Cash for Contractual expenses. Contractual Services are an auditable line item in the UPWP budget tables. There is no change to the total budget or the distribution between agencies or funding sources. Accordingly, a formal change to the UPWP is required and can be accomplished via Planning Committee action similar to an Administrative Modification to the TIP.

In addition, FTA has not published its final appropriations. When it does, the UPWP will need to be amended by the Board to account for whatever the difference is in FTA Section 5303 Metropolitan Planning Program funds as programmed (i.e., estimated) and the actual amount. It is anticipated that the difference will be a very slight reduction.

Dave Hartman moved to adopt Proposed Planning Committee Resolution 15-14; Terry Rice seconded the motion. The motion passed unopposed.

b.     Recommendation to the GTC Board concerning accepting reports as evidence of completion of various UPWP Tasks / Proposed Council Resolutions 15-53 through 15-57

Scott Leathersich suggested grouping items 5.b.1 through 5.b.5. under a single action to be taken following the discussion of the items. No member or alternate objected.

1.      Action concerning recommending the acceptance of the Regional Rights-of-Way Study as evidence of completion of UPWP Task 4501 / Proposed Council Resolution 15-53 (G/FLRPC)

Greg Albert discussed the purpose and methodology for conducting this task and provided an overview of the projects recommendations.

Terry Rice asked about the status of the Falls Branch Railroad right-of-way and whether or not it could be used as a trail. Richard Perrin noted that CSX has removed the bridge crossing NYS Route 259 in Spencerport, which effectively destroys the connectivity of the corridor.

2.      Action concerning recommending the acceptance of the Regional Viewshed Inventory and Analysis as evidence of completion of UPWP Task 5333 / Proposed Council Resolution 15-54 (G/FLRPC)

Tom Kicior discussed the purpose and methodology for conducting this task and provided an overview of the results of the project.

Terry Rice suggested adding a table to the Executive Summary that presents the locations of the viewsheds included in the full report. David Zorn explained that a summary of sites by county could be added to the Executive Summary.

3.      Action concerning recommending the acceptance of the Genesee-Finger Lakes Regional Diversion Routes Report as evidence of completion of Task 6410 / Proposed Council Resolution 15-55 (GTC staff)

Joe Bovenzi discussed the purpose and methodology for conducting this task and provided an overview of the results of the project. Joe noted that the NYS Thruway Authority (NYSTA) has developed its own diversion routes for I-90 throughout the region, and this project did not duplicate their efforts. Todd Gadd stated that the Thruway Authority has been closing I-90 during the winter with greater frequency and the NYSTA diversion routes are not well known. Richard Perrin noted that creating awareness of identified diversion routes is a challenge and that the Transportation Management Committee (of which NYSTA is a member) can work on this topic.

4.      Action concerning recommending the acceptance of the JOSANA Rail-to-Trail Feasibility Study as evidence of completion of UPWP Task 6526 / Proposed Council Resolution 15-56 (City of Rochester)

Anne DaSilva Tella discussed the purpose and methodology for conducting this task and provided an overview of the results of the project. Terry Rice asked if the probable cost included acquisition of the rail corridor. Anne replied that it did not and that the City would not advance the project if it could not acquire the needed land. Bill Wright asked if the corridor included any bridges and, if so, whether or not those bridges could be used for a trail. Anne replied in the affirmative to both questions. Erik Frisch added that the need to rehabilitate bridges is part of the cost driver for Phases One and Two of the project.

5.      Action concerning recommending the acceptance of the Dansville Transportation and Industrial and Commercial Access Study as evidence of completion of UPWP Task 7701 / Proposed Council Resolution 15-57 (Livingston County)

Angela Ellis discussed the purpose of this project, including the communitys background and desire to build on existing assets. She distributed a handout providing additional details on the reports recommendations.

Bill Wright moved to recommend that the GTC Board adopt Proposed Council Resolutions 15-53 through 15-57; Dave Hartman seconded the motion. The motion passed unopposed.

c.      Action and recommendation to the GTC Board concerning modifying and amending the 2014-2017 Transportation Improvement Program / Proposed Planning Committee Resolutions 15-11 through 15-13 and Proposed Council Resolutions 15-58 through 15-81

Scott Leathersich suggested grouping items 5.c.1 through 5.c.3. under a single action to be taken following the discussion of the items. No member or alternate objected.

1.      Action concerning modifying the 2014-2017 TIP by modifying the costs of select phases of the Broad Street Bridge & Tunnel Preventive Maintenance project / Proposed Planning Committee Resolution 15-11 (City of Rochester)

Erik Frisch discussed proposed Planning Committee Resolution 15-11. He noted that this modification relates to earmarked funds and there is no impact on any other projects.

2.      Action concerning modifying the 2014-2017 TIP by modifying the costs of select phases of the Route 252 at John St./BHTL Intersection Safety Improvements project / Proposed Planning Committee Resolution 15-12 (NYSDOT)

Chris Reeve discussed proposed Planning Committee Resolution 15-12. He explained that NYSDOT was unable to obtain Design approval and so is shifting funds from the Detailed Design phase to the Preliminary Engineering phase in order to preserve those funds for this project.

3.      Action concerning modifying the 2014-2017 TIP by modifying the cost of select phases of the Main St. Streetscape & Pedestrian Wayfinding Enhancement project / Proposed Planning Committee Resolution 15-13 (City of Rochester)

Erik Frisch discussed proposed Planning Committee Resolution 15-13. He explained that it shifts funds from the Construction phase to the Preliminary Engineering phase. This project is funded through the Transportation Alternatives Program and funds and there is no impact on any other projects.

Richard Perrin noted that all three changes are administrative modifications that the Planning Committee can take action on subject to GTC Chairman James Hoffman agreeing that the modifications do not require Board consideration.

Terry Rice moved to adopt Proposed Planning Committee Resolutions 15-11 through 15-13; Erik Frisch seconded the motion. The motion passed unopposed.

Scott Leathersich suggested grouping items 5.c.4. through 5.c.27. under a single action to be taken following the discussion of the items. No member or alternate objected.

4.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Rochester/Monroe County Traffic Control Center project / Proposed Council Resolution 15-58 (NYSDOT on behalf of Monroe County)

Chris Reeve discussed proposed Council Resolution 15-58. He explained that this action is a follow-up to a related discussion at the May 14 meeting. This action frees up FFY 2015 funds for other projects and makes the project whole for FFY 2016.

Terry Rice asked if this project is funded for FFY 2017. Chris Reeve replied that it was not and that Monroe County would have to apply for funding in the next TIP round. Terry indicated that MCDOT had determined that their FFY 2016 costs for this project would be $25,000 less than requested and indicated that this request could be modified and the balance placed back into the STP-Flex block. Richard Perrin noted that such an action would also impact proposed Council Resolution 15-80, which amends the STP-Flex block program.

5.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by changing the source of a portion of the funds and increasing the cost of the Lift Bridge Rehabilitation of Rt. 250 & Rt. 259 over the Erie Canal project / Proposed Council Resolution 15-59 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-59. He explained that this action will free up less restrictive fund sources and provides offsets for proposed Council Resolution 15-58.

6.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by advancing select phases and increasing the cost of the Lake Ontario State Parkway Preventive Maintenance (Rt. 390 to ORorke Bridge) project / Proposed Council Resolution 15-60 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-60. He explained that this amendment will increase the total project cost primarily by increasing the Construction Phase, which will also be advanced from FFY 2016 to FFY 2015 to address preventive maintenance needs on two sections of the facility that require different treatments, one of which is more intensive.

7.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deferring a phase and increasing the cost of the Route 390 @ I-490 Interchange Improvements Stage 1 (Lyell Bridge) project / Proposed Council Resolution 15-61 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-61. He explained that NYSDOT may not be able to get authorization to acquire Right-of-Way before the end of the current FFY. Additionally, the construction costs are being accelerated and shown as 100 percent State funds to satisfy FHWA requirements for a funding plan for all stages of major projects. Chris clarified that the Construction and Construction Inspection phases should be shown in FFY 2016, not FFY 2017 as presented. This amendment also provides an offset for proposed Council Resolution 15-60.

8.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the I-490 ITS Improvements project / Proposed Council Resolution 15-62 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-62. He explained that this amendment provides an offset for proposed Council Resolution 15-60.

9.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deferring a phase of the NYSDOT Bridge Joint Repair at 11 locations in Monroe County project / Proposed Council Resolution 15-63 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-63. He explained that NYSDOT may not be able to get authorization to move into Detailed Design before the end of the current FFY. This amendment provides an offset for proposed Council Resolution 15-60.

10.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the NHPP Block Program project / Proposed Council Resolution 15-64 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-64. He explained that this amendment provides offsets for proposed Council Resolutions 15-63 and 15-65.

11.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the Regional Traffic Operations Center Operations Staffing project / Proposed Council Resolution 15-65 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-65. He explained that this action is a follow-up to a related discussion at the May 14 meeting. This action frees up FFY 2015 funds for other projects and makes the project whole for FFY 2016.

12.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Route 104 Preventive Maintenance (Rt. 390 to Kodak Park Bridge) project / Proposed Council Resolution 15-66 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-66.

13.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deferring a phase of the Route 531 Interchange at Rt. 31 and Rt. 36 - Reconstruction project / Proposed Council Resolution 15-67 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-67. He explained that NYSDOT has received Design approval and prepared a right-of-way relocation plan. Since relocation is involved, NYSDOT may not be able to get authorization to acquire Right-of-Way before the end of the current FFY.

Chris Reeve discussed proposed Council Resolution 15-68. This amendment will add a new safety project that was originally to be a component of a larger ground-mounted sign contract.

15.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Route 153 Preventive Maintenance (Rt. 441 to Commercial St.) project / Proposed Council Resolution 15-69 (NYSDOT)

16.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Route 98 Preventive Maintenance (Rt. 31A to Rt. 104) project / Proposed Council Resolution 15-70 (NYSDOT)

Chris Reeve discussed proposed Council Resolutions 15-69 and 15-70. These resolutions will add new projects to the TIP that were selected to receive statewide funds.

23.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Downtown Two-Way Conversion Phase II project / Proposed Council Resolution 15-77 (City of Rochester)

Erik Frisch discussed proposed Council Resolution 15-77. He explained that additional funds are needed for the Construction and Construction Inspection phases.

24.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the North Greece Road Bridge over Larkin Creek Minor Rehabilitation project / Proposed Council Resolution 15-78 (Monroe County)

Terry Rice discussed proposed Council Resolution 15-78. He stated that Monroe County received one bid for this project and did not award it. Additional Design and Construction funds will allow this project to be put out to bid again.

25.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the STP-Urban Block Program project / Proposed Council Resolution 15-79 (City of Rochester)

26.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the STP-Flex Block Program project / Proposed Council Resolution 15-80 (City of Rochester)

Richard Perrin explained that Proposed Council Resolutions 15-79 and 15-80 will amend block programs that are serving as the offsets for various projects and receiving funds as a result of shifting project phases in those projects from one FFY to another.

27. Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Driving Park Avenue Bridge Preventive Maintenance project / Proposed Council Resolution 15-81 (City of Rochester)

Erik Frisch discussed proposed Council Resolution 15-81. He explained that the overall project cost will be increased based on actual bids. Due to limited federal funds, the project is being shown with a large local share and the City will pursue additional federal funds as part of the development of the next TIP.

Bill Wright moved to recommend that the GTC Board adopt Proposed Council Resolutions 15-58 through 15-81 as amended; Chris Reeve seconded the motion. The motion passed unopposed.

Chris Reeve distributed a letter regarding the Erie Station Road Reconstruction project. He explained that due to the expiration of an earmark that provided a portion of the projects funding source, NYSDOT-Main Office awarded STP-Flex funds to the project to keep it whole. There is no change to the project cost and no offset is required. He requested an Administrative Modification to change the funds source for a portion of the project.

Richard Perrin noted that GTC staff can prepare Planning Committee Resolution 15-14 to reflect this change.

Terry Rice moved that the Planning Committee adopt Proposed Planning Committee Resolution 15-14; Todd Gadd seconded the motion. The motion passed unopposed.

6. New Business
 

a. 2017-2020 Transportation Improvement Program Update

Richard Perrin reported that GTC staff has begun the development of the 2017-2020 TIP. While we have yet to receive projections of reasonably expected FHWA revenues for programming from NYSDOT (i.e., the Planning Targets), they have informed the MPOs that there will continue to be an emphasis on preservation and maintenance and a similar proportion of the NHPP apportionment will be retained for project selection by NYSDOT-Main Office. Any necessary adjustments will be made as the development of the 2017-2020 TIP progresses. The TIP must cover a period of no less than four years. FFY 2017 is fully programmed so the vast majority of programming will occur in FFYs 2018, 2019, and 2020.

The guidebook (including evaluation criteria) was drafted and sent to the TIP Development Committee on August 5 for its review. The changes between the guidebook used to develop the current TIP and the draft for the 2017-2020 TIP are minimal. Based on TDC review and comment, an announcement to GTC member agencies and every city, town, and village in the TIP area will be distributed on August 19 with the guidebook and application available on the website on that date. Applications will be due October 16.

GTC staff and NYSDOT-Region 4 staffs will conduct their evaluations (including presentations by proposers) in October and November. The TDC will utilize these evaluations in the development of the draft program in December and January 2016 with a recommended draft program for public review provided to this Committee for consideration at its February 11, 2016 meeting. The 30-day public review period will be conducted from February 17, 2016 to March 16, 2016. At its April 14 meeting, this Committee will either recommend a program to the GTC Board or, if public comment warrants it, revise the program and conduct a 10-day public review from April 20, 2016 through April 19, 2016.

The GTC Board will adopt the 2017-2020 TIP on June 16, 2016 and it will be incorporated into the Statewide TIP, which will become effective October 1, 2016 (the beginning of FFY 2017).

Chris Reeve reported that NYSDOT-Main Office has set a deadline of September 9 for submitting requests for authorization of FFY 2015 funds. He explained that since scheduled GTC Board meeting is on September 10 he is concerned that TIP amendments affecting FFY 2015 funds will not be acted on at the State and Federal level. He requested that moving the GTC Board meeting to an earlier date be considered. The Planning Committee concurred with recommending that the Board meet earlier in September. Richard Perrin indicated that he would contact Chairman Hoffman to discuss the issue and, if acceptable, change the meeting date.
