1. Call to Order & Introductions

Kris Hughes, Planning Committee Chairperson, called the meeting to order at 10:00 a.m. Members, Alternates, and others present introduced themselves.

2. Public Forum

No one from the public spoke during the Public Forum.

3. Approval of Minutes

Dan Hallowell noted that his comments on page 10 of the draft minutes should note that the State-Local Agreement process generally impacts sponsor reimbursement, not project delivery. And, delivering a project on time and on budget avoids most issues.

Jim Fletcher moved for approval of the minutes from the July 12, 2012 Planning Committee meeting; David Cook seconded the motion. The minutes were approved as corrected.

Kris Hughes suggested that the agenda be revised to move item 5.a., recommendation to the GTC Board concerning accepting reports and a website as evidence of completion of a various UPWP Tasks, forward in order to accommodate the Committees guests. No Member or Alternate objected.

5. Action Items

a.      Recommendation to the GTC Board concerning accepting reports, household travel survey data, and the updated GTC Travel Demand Model as evidence of completion of various UPWP Tasks / Proposed Council Resolutions 12-104 through 12-106

1.      Recommendation to the GTC Board concerning recommending the acceptance of the Rochester Area Transportation Study, household travel survey data, and updated GTC Travel Demand Model as evidence of completion of UPWP Task 5420 / Proposed Council Resolution 12-104

Chris Tortora presented the Rochester Area Transportation Study. The previous household travel survey was completed in 1993 and a new survey was necessary to update the travel demand model with current demographics and trip characteristics. A geographically representative sample of 48,000 households was selected and invited to participate in the survey. The survey resulted in 3,671 completed questionnaires. The GTC travel demand model was recalibrated based on data derived from the survey. In addition to their trip dairies, the respondents were also asked for their opinion on a variety of general transportation related questions (i.e., attitudinal preferences). Richard Perrin also noted that GTC staff has developed a graphical representation of the findings of the survey that is more easily reviewed than the consultant-produced report that includes the project methodology and model discussion.

Terrence Rice commented that it would be useful to share the results of the attitudinal preferences to the Board at the September meeting. Richard responded that he had planned on doing so, which is why his presentation to the Board in June was on the regional freight plan.

Terrence Rice moved to recommend that the GTC Board adopt Council Resolution 12-104, Dan Hallowell seconded the motion. The motion passed unopposed.

2.      Recommendation to the GTC Board concerning recommending the acceptance of the 2012 Center City Pedestrian Circulation and Wayfinding Study as evidence of completion of UPWP Task 6311 / Proposed Council Resolution 12-105

Doug Benson introduced the study to the committee, noting that the project was a direct recommendation from Rochesters Center City Master Plan

Kimberly Baptiste, of Bergmann Associates, presented the findings from the 2012 Center City Pedestrian Circulation and Wayfinding Study. Three distinct signage concepts were proposed building off the vehicular signs throughout downtown. A video rendering of the select design concept was shown to the committee.

Doug added that the study provided cost estimates for implementation ranging from $350,000 to $500,000. The City Planning Commission will be submitting for phase one of the project for consideration of funding through the Citys Capital Improvement Program next fiscal year.

Terrence Rice asked if MCDOT would be involved in selecting the final design specifications of the signs to improve maintenance and safety. Paul Holahan responded that the City would involve MCDOT in the final design process.

Erik Frisch moved to recommend that the GTC Board adopt Council Resolution 12-105, Scott Leathersich seconded the motion. The motion passed unopposed.

3.      Recommendation to the GTC Board concerning recommending the acceptance of the Transportation Strategies for Freight and Goods Movement in the Genesee-Finger Lakes Region as evidence of completion of UPWP Task 8610 / Proposed Council Resolution 12-106

Jody Pollot presented the results of Transportation Strategies for Freight and Goods Movement in the Genesee-Finger Lakes Region. The three primary objectives of the study were highlighted along with the process of developing the Regional and Economic Profile, the Needs Assessment, the Strengths, Weakness, Opportunities, and Threats (SWOT) Analysis, the Alternatives, and finally the Next Steps.

Terrence Rice asked if the study indentified specific locations, particularly on local roads, where shippers noted concerns with low bridge clearances.

Richard Perrin noted the study focused on major state routes and regional freight corridors due to data availability and the regional nature of the study.

Terry commented that there are bridges on Saint Paul Street and Marsh Road that get hit often. He noted that these bridges are owned by CSX and they are not willing to raise the bridges.

Paul Holahan commented that he didnt realize that the Greater Rochester International Airport (GRIA) runway length was a limiting factor for air cargo.

Richard responded that it is primarily due to the size of the planes that can land. Competition with JFK and other airports limits what Rochester can reasonably expect to receive, as it is cheaper to fly into the larger cargo airports and use a truck for the remainder of the trip. Rochester, however, does produce low-volume, high-value products that use the air cargo services at the GRIA and this mode may see increases in the value of goods transported in the future.

Jim Fletcher moved to recommend that the GTC Board adopt Council Resolution 12-106, Kevin Rooney seconded the motion. The motion passed unopposed.

4. Reports on UPWP Projects and Other Activities

a. Reports on UPWP Projects and Other Activities

GTC

Richard Perrin reported:

         GTC Strategic Planning: GTC staff is participating in teleconferences and webinars with presentations by U.S. Department of Transportation staff to gain clarification on elements of MAP-21. GTC continues its involvement in the Finger Lakes Regional Sustainability Plan executive committee and as the contract administrator on behalf of Monroe County, as the applicant. Two proposals were received for the Project Management/Coordination/Outreach task by the June 11 deadline and the Genesee/Finger Lakes Regional Planning Council (G/FLRPC) was selected as the preferred entity for that contract. Seven proposals were received for the Professional Planning Services task by the June 13 deadline and a team led by C&S Companies and TY Lin International was selected as the preferred consultant for that contract.

         Regional Traffic Count Collection: American Traffic Information commenced work on August 6.

         LRTP Update/Implementation: GTC staff is continuing to advance the development of a prioritization framework for identifying the order and level of staff resources allocated to the recommendations of the Long Range Transportation Plan for the Genesee-Finger Lakes Region 2035 (LRTP 2035).

         Air Quality Planning and Outreach: The project proposed to be added to the TIP that will be considered by the Planning Committee at this meeting has been provided to the Interagency Consultation Group (ICG) for its review and concurrence on a conformity exemption status pending positive action today. The conformity statement to include the Kendrick Road interchange project was transmitted to the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) by NYSDOT on July 13. GTC staff was interviewed by the Conservation Law Foundation as part of a national scan on integrating greenhouse gas analysis into transportation planning.

         GTC Household Travel Survey: The project closeout was presented earlier in the meeting.

         Diversion Route Planning Initiative: The second Steering Committee meeting was held August 1. The consultant is identifying de facto diversion routes (i.e., those that drivers are most likely to use in the event of a facility being closed regardless of the designated diversion route).

         Priority Trails Advancement: The project is complete.

         Congestion Management Process (CMP): The update of the CMP is included in the LRTP 2035, which was adopted by the Board on June 16, 2011 and further enhancements are underway.

         Greater Rochester Regional Commuter Choice Program: The project was presented and recommended for adoption by the GTC Board at the July 12 Planning Committee meeting.

         Travel Time Data Collection Program: Three statements of qualifications were received by the August 3 deadline and have been distributed to the evaluation committee.

         Coordinated Public Transit/Human Services Transportation Planning: The plan was accepted by the Board at the September 8, 2011 meeting.

         Regional Mobility Management Business Plan: GTC staff is continuing the development of the request for proposals (RFP).

         Regional Goods Movement Strategy: The project was presented earlier at the meeting.

Genesee County

Richard Perrin reported:

         Genesee County Horizontal Curve Sign Study: The RFP was advertised in the July 20 edition of the NYS Contract Reporter.


G/FLRPC

Dave Zorn reported:

         Regional Land Use Monitoring Report: The project is complete.

         Genesee-Finger Lakes Region Population Projections: The initial data overview is complete. Calculations have begun and compilation of the data is underway

         Regional Atlas: The project outline has been completed and data acquisition has begun.

Livingston County

Don Higgins reported:

        Livingston County Transportation Connectivity Plan: The existing conditions analysis is about 90 percent complete. A public survey has been sent out. A public meeting to discuss findings to date is anticipated in September.

Monroe County

Rochelle Bell reported:

        Monroe County Land Use Monitoring Report: The project is complete.

Terrence Rice reported:

        Monroe County Sign Inventory Location Upgrade: Monroe County is adding additional tasks to the scope of work to better integrate the inventory with the existing database. The County is funding the additional work.

        Monroe County Horizontal Curve Study: The field work is almost complete. The consultant is currently compiling the data for review. The RFP was shared with Wayne and Wyoming Counties.

        Monroe County High Accident Location Program: One additional site has been completed for a total of 27 out of 54 locations (50 percent) completed.

        Monroe County Accident Rate Database GIS Conversion: Database conversion is being reviewed and an upload tool has been developed.

Ontario County

Kris Hughes reported:

        Routes 5 & 20 and State Route 364 Multi-Modal Study: No progress to report.

City of Rochester

Erik Frisch reported:

        Center City Tourist/Visitor Circulation and Pedestrian Wayfinding Study: The project was presented earlier in the meeting.

        City of Rochester Urban Trail Linkages Feasibility Study: No progress to report.

        Susan B. Anthony Neighborhood Parking and Circulation Study: The final report is complete and has been provided to GTC staff for comments. It is expected to be presented at the October 11 Planning Committee meeting.

        St. Paul and North Clinton Two-Way Conversion Study: The final revised report has been received and comments are currently being accepted. The study is on pace for continuing public involvement in September.

        Rochester Bicycle Boulevard Plan: The scope will be presented later in the meeting.

        Mt. Read Boulevard Corridor Study: The RFP was published in the New York State Contract Reporter on August 8.

RGRTA

David Cook reported:

      RGRTA Suburban Transit Station Study: The project was presented and recommended for adoption by the GTC Board at the July 12 Planning Committee meeting.

      RTS Signal Prioritization Study: The project was presented and recommended for adoption by the GTC Board at the July 12 Planning Committee meeting pending the development of an updated executive summary.

      RGRTA Transit-Supportive Development Guidelines: No progress to report.

      RGRTA Route Analysis: The project is ongoing.

Wayne County

Kevin Rooney reported:

      Wayne County Horizontal Curve Sign Study: The preferred consultant has been selected. A contract is expected to be approved August 13.

Wyoming County

Richard Perrin reported:

      Wyoming County Horizontal Curve Sign Study: Twelve proposals were received by the July 26 deadline.

Yates County

David Hartman contacted Richard Perrin and apologized for not being able to attend the meeting. He provided the following which Richard Perrin reported:

      Yates County Safe Passing Zone Survey: The contract with the preferred consultant is being finalized.


Other Agencies

Richard Perrin reported:

         Auburn Trail/Ontario Pathways Trail Connection Feasibility Study: The Steering Committee met July 9 and the final public meeting is scheduled for August 22.

         Irondequoit Seneca Trail: The ten proposals received by the June 8 deadline have been reviewed and evaluated.

         Black Creek Corridor Trail: The Steering Committee met July 18 to discuss input received on the alternatives and refine them.

         Village of Scottsville Traffic Circulation and Safety Study: Seven proposals were received by the August 3 deadline and have been distributed to the evaluation committee.

         Webster Village Core Circulation, Accessibility and Parking Study: The RFP was advertised in the August 6 edition of the NYS Contract Reporter with proposals due September 14.

Kris Hughes reported:

    • Victor Transportation Systems Plan: The final draft of the full comprehensive plan update is progressing through the Town Board process.

Richard Perrin reported:

         NYS Route 250 Transit Supportive Mixed Use Development District: Six proposals were received by the July 20 deadline and have been evaluated. Two consultants will be invited for interviews.

         Brighton Bicycle and Pedestrian Trail Plan: The Steering Committee met July 16 to discuss input received on the alternatives and the final meeting of that committee is tentatively scheduled for August 13.

         Town of Greece Active Transportation Plan: The RFP was advertised in the July 24 edition of the NYS Contract Reporter.

         Village of Pittsford Active Transportation Safety Plan: No progress to report.

b. Any Other Old Business or Announcements

Richard Perrin reported:

1.      Proposed federal legislation update

Richard Perrin reported that the September quarterly meeting of the GTC Board originally scheduled for Thursday, September 13 has been rescheduled to Monday, September 17 so as not to conflict with the New York State Association of Counties (NYSAC) Fall Seminar that will be held in Syracuse. The G/FLRPC meetings that are held after the GTC Board meeting have also been rescheduled to that date and all of the meetings will be held at their normal times: GTC Board at 8:30 a.m., G/FLRPC Executive Committee at 9:30 a.m., and G/FLRPC meeting at 10:30 a.m.

Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) apportionments for Federal Fiscal Year (FFY 2012) have been finalized. The estimate of FHWA Metropolitan Planning (PL) funds was based on the FFY 2011 apportionment. GTC was informed by NYSDOT on August 2 that the actual amount allocated to GTC is 15 percent or $240,358 less than the estimate that was provided to GTC by NYSDOT for programming when the current FY 2012-2013 UPWP was developed. However, GTC staff recognized that the estimated amount was approximately 11 percent more than the previous two years (FFYs 2009 and 2010). GTC staff programmed the lesser amount from those years in the FY 2012-2013 UPWP. As a result, the amount that needs to be reduced in the TIP is $89,607. The actual allocation of FTA Metropolitan Planning Program (MPP) funds to GTC is $813 more than what is programmed in the FY 2012-2013 UPWP. GTC staff has determined that the UPWP can be modified via Planning Committee action and will propose that Task 3105 SAFETEA-LU Succession be adjusted to account for the reduced FHWA PL and additional FTA MPP funds at the October 11 meeting.

FHWA and FTA will be conducting their quadrennial certification review of the GTC planning process later this year and into 2013. GTC staff has contacted our designated FHWA-NY Division and FTA-Region 2 liaisons to create a timeline for the review and identify the materials that they will need to conduct the desk audit component. Key dates for the last GTC certification review in 2008-2009 included:

         October 22, 2008 letter dated October 14, 2008 requesting materials for certification review received by GTC from FHWA and FTA

         November 17, 2008 requested materials sent to FHWA and FTA

         December 2-4, 2008 site visit conducted with public meeting held the evening of December 3, 2008

         May 28, 2009 final certification review report transmitted from FTA to GTC

         June 18, 2009 presentation made by FTA to the GTC Board at its regularly-scheduled quarterly board meeting

GTC staff are preparing for the development of the 2014-2017 Transportation Improvement Program. A preliminary schedule has been developed based on the delivery of estimates of available funds in FFYs 2015 through 2017, which are currently being developed by NYSDOT in consultation with a select group of MPOs, including GTC staff. NYSDOT is proposing to split federal funding into two components: 1.) funds directly provided to MPOs and NYSDOT regions based on modeled bridge and highway preservation needs and 2.) funds for beyond preservation projects (i.e., replacements/reconstructions and rehabilitations). These estimates of available funds are expected to be provided the first week of September. GTC and NYSDOT-Region 4 will work with the TDC to determine how much funding by program will be available, what amount can or should be programmed to projects in the current TIP that have been deferred, and if a call for new projects can be issued. The funding programs that would be available for programming are National Highway Performance, Highway Safety Improvement, and Surface Transportation (both directly provided to GTC and to NYSDOT-Region 4). At this time there is too much uncertainty of whether or not GTC will receive Congestion Mitigation and Air Quality Improvement program funds to program them in FFY 2015 and beyond.

Terrence Rice asked for clarification regarding funding replacement/ reconstruction and rehabilitation projects.

Richard responded that NYSDOT is putting an emphasis on system preservation projects. However, GTC can use the regional allocation to fund replacement/ reconstruction and rehabilitation projects but justification will be needed. Additionally, the region can submit beyond preservation projects to compete for the statewide funding.

Richard noted that GTC would continue to select TIP projects using the existing framework. Projects that are considered beyond preservation would also be submitted to for the statewide funding, potentially allowing GTC to fund additional projects.

Terry stated that he was uneasy about how this region would be impacted under the new NYSDOT process. Richard responded that the process is new and all the regions must wait and see how NYSDOT-Main Office will handle the submission of projects.

Richard also noted that, under MAP-21, New York State will receive approximately double the safety funding compared to SAFETEA-LU and NYSDOT Main Office intends to continue to fund regions at current levels and use the additional funds to address statewide funding programs and priorities.

Richard reported Congressional leaders have agreed to not pass FFY 2013 appropriations bills until next year. The agreement keeps the federal government funded from October 2012 to March 2013. Senate Democrats and House Republicans agreed that both chambers will vote in September on a continuing resolution (CR) for the first half of fiscal 2013, using the $1.047 trillion discretionary spending limit agreed to in last years deficit reduction law. This allows members to avoid having to cast votes that could haunt them in their re-election bids. This also avoids short-term CRs that have in the past led to government agency preparation for shut downs. This will allow Congress to debate how to address impending across-the-board spending cuts (sequestration), which are scheduled to go in to effect at the beginning of next year (Jan 2, 2013), as well as the expiring Bush-era tax cuts (end of this year). These negotiations will take place either during the lame-duck session or possibly in early 2013.

In terms of transportation funding, the budget agreement reached last summer makes contract authority from the Highway Trust Fund (HTF) and the Airport Improvement Program, as well as the obligation limitations, exempt from across-the-board cuts. The increases in authorizations under MAP-21 will take effect on October 1, 2012 as written in the law. However, there is no guarantee that the Appropriations Committees will match or increase the obligation limitations on HTF contract authority in the six-month budget agreement. A "clean" CR would maintain as many budget accounts as possible at the FFY 2012 enacted levels for the duration of a CR.

Due to scheduling conflicts, Kris Hughes suggested moving to agenda item 5.c. to allow adequate time for discussion. No member or alternate objected.

5. Action Items

c.      Recommendation to the GTC Board concerning modifying the 2011-2014 TIP by aligning project revenues with MAP-21 funding programs / Proposed Council Resolution 12-134

Richard Perrin discussed the proposed change to the TIP, noting this is an administrative modification to accommodate the new funding programs under MAP-21. The proposed Resolution includes an exhibit that provides a cross-walk between SAFETEA-LU and MAP-21 fund sources so projects can be adjusted once the federal and state financial systems are ready to use the MAP-21 fund sources. This is a proactive approach to ensure the uninterrupted receipt of federal highway and transit funds for the needs they were intended to meet when programmed in the TIP.

Jim Fletcher moved to recommend that the GTC Board adopt Council Resolution 12-134, Terrence Rice seconded the motion. The motion passed unopposed.

b.     Action and Recommendation to the GTC Board concerning amending the 2011-2014 TIP / Proposed Planning Committee Resolutions 12-11 and 12-12, and Proposed Council Resolutions 12-107 through 12-133

Kris Hughes proposed grouping consideration of the Resolutions as necessary and discussing proposed Resolution 12-131 due to a scheduling conflict. No member or alternate objected.

32.   Recommendation to the GTC Board concerning amending the 2011-2014 TIP by increasing the funding to the FTA Section 5311 Blocked Program project / Proposed Council Resolution 12-131 (RGRTA / Ontario County)

Richard Perrin discussed 12-131.

David Cook further noted that this funding was the result of a statewide solicitation that was started over two years ago and encompasses multiple transit related projects.

4.       Action concerning modifying the 2011-2014 TIP by renaming the NYSDOT Bridge Bearing Replacements and Pedestal Repairs project / Proposed Planning Committee Resolution 12-11 (NYSDOT)

Dan Hallowell noted that the majority of the amendments are an attempt to preserve FFY 2012 obligation authority.

Richard Perrin distributed three new resolutions to the committee.

36.  Recommendation to the GTC Board concerning amending the 2011-2014 TIP by decreasing the cost of the STP-Small Urban Block Program Project / Proposed Council Resolution 12-136 (NYSDOT)

37.  Recommendation to the GTC Board concerning amending the 2011-2014 TIP by increasing the cost of the Cedar Street Reconstruction Project / Proposed Council Resolution 12-137 (NYSDOT)

Richard noted that the Port of Rochester Security / ITS Project was discussed at the July 26 TIP Development Committee (TDC) meeting but Proposed Council Resolution 12-135 was not included in the meeting package. He also noted that the Cedar Street Reconstruction Project was also discussed at the July 26 meeting but an offset had not been identified. After the meeting package was mailed, GTC staff realized there was offset capacity in the STP-Small Urban Block Program Project.

Dan Hallowell distributed a revised request on the Rt. 947A (LOSP) Bridge over Salmon Creek project and an amendment request for the Old State Road over Keshequa Creek Project to cover the bid on the Old State Road over Keshequa Creek Project that was higher than the amount in the Plans, Specifications, Estimates package.

38.  Recommendation to the GTC Board concerning amending the 2011-2014 TIP by increasing the cost of the Old State Road over Keshequa Creek Project / Proposed Council Resolution 12-138 (NYSDOT)

Paul Holahan moved to recommend that the GTC Board adopt Council Resolutions 12-53, 12-70, 12-107 through 12-133, and 12-135 through 12-138, Scott Leathersich seconded the motion. The motion passed unopposed.

d.      Action concerning consideration of UPWP Project Scope(s) of Work

1.       Task 8761 Rochester Bicycle Boulevard Plan

Erik Frisch presented the scope of work for the Rochester Bicycle Boulevard Plan. The project is a direct recommendation of the Rochester Bicycle Master Plan. The project will prioritize corridors, identify the preferred routes, and create an implementation program.

Jim Fletcher asked if there would be any new facilities built.

Erik responded that no new facilities would be built. Changes such as signage and/or striping may be placed on parallel streets to better accommodate bicycles.

Dan Hallowell moved to approve the Scope of Work for the Rochester Bicycle Boulevard Plan as discussed, Jim Fletcher seconded the motion. The motion passed unopposed.
